THE DISTANCING IN THINKING A PUBLIC POLICY AND ITS SEGMENTATION IN PRACTICE:
ONE COMPUTER PER STUDENT PROGRAM - PROUCA

The work deals with an investigation on the application of public policies for digital inclusion, reflected in the study of the practical segmentation of the Program one computer per student - PROUCA. Its general objective is to investigate the barriers found in the practical application of the PROUCA program, and to achieve the proposal, the objectives versus the initial goals of the program stand out, as well as the characteristics of the same as Public Policy; it points out the initiatives taken for the government for the proper application covering the perspectives referring to) teacher training; b) investments in structure and technology for schools; and c) quality of technological resources available to students. And it verifies the results of the program according to the teachers of a municipal elementary school. For the development of the research, the methodology of the case study type is used, applied to teachers and the management team of a Municipal Elementary School, thus using a qualitative approach of the descriptive-investigative type, given the application of an interview. with open questions. Studies try to register different barriers that stress the distance from thinking about public policy and its segmentation in practice, highlighting the important adjustments to be made so that government programs do not translate into frustrated investments as well as revealing the bottlenecks of making public policies which in general are summarized in the commitment of different governmental spheres and a set of subjects from which stand out, especially governors, directors, management team and finally teachers and students. Thus, the study intends to diagnose the harmonization of these subjects, observing alignment relationships to objectives and goals.
